The
District: The
district was officially established on January 9, 1967 after
qualified
landowners overwhelmingly approved the formation of a soil and water district.
A five member Board of Supervisors governs the district: four are
elected from geographical areas,
unchanged
since
1967,
with the fifth,
by State
statute,
being appointed by University of
Missouri Extension.
The
district
has no
taxing authority
but
receives
its
funding
from the
State's
one-tenth
of one
percent
sales tax
administered
by the
Department
of Natural
Resources
Soil and
Water
Districts
Commission.
The
district administers the
cost-share and loan interest-share incentive
programs that provide financial assistance to landowners for conservation
purposes.
The Natural Resources Conservation Service
(NRCS) of the USDA provides technical
assistance to the district
for all
cost-share
practices:
from pasture improvement to nutrient management systems.
The district sponsors environmental programs designed to reach farmers, landowners, students, teachers, and the general public to highlight the importance of conservation measures. These efforts demonstrate best management practices to preserve our natural resources. We offer a variety of informative materials including a newsletter, brochures, publications, electronic media, and student handout materials. We sponsor informational meetings, tours, exhibits, training conferences, poster contests, and envirothon competition. The district owns three no-till drills, which it rents to landowners. For a fee, a pumping technician operates the district's waste pumping equipment to empty waste lagoons. The district also rents a "honey" wagon for smaller waste handling needs. The district has a "spinning jenny" which it will loan out for the installation of high tensile electric fence.
