DSL-1 PERMANENT VEGETATIVE COVER ESTABLISHMENT*
PURPOSE: To protect the soil and reduce the pollution of water, air, or land from agricultural or silvicultural non-point sources by controlling erosion.
APPLICABILITY: To all fields showing a soil loss above acceptable limits.
TO QUALIFY: To qualify, a field must show a soil loss above the Tolerable "T" limit for the predominant soil type in that field. Each soil type has a designated "T" rating. To determine the amount of soil lost from a field the Revised Universal Soil Loss Equation (RUSLE) is used. This formula factors in rainfall, soil erodibility, slope length and steepness, cover and management. The result is rounded off and, if it is above "T", it qualifies for a DSL-1.
REQUIREMENTS: A complete establishment is required. Preparing the seedbed may consist of plowing, disking, spring toothing; or by chemical methods in a no-till system of grass establishment. Seeding dates and rates determined by NRCS must be adhered to. Limestone and commercial fertilizer shall be applied in accordance with minimum needs as determined by a soil test unless the ENM requirement is below 600 pounds in which case the landowner has the option of applying the requirement or zero material. Grazing, if applicable, should be delayed until the new seeding has attained a good growth.
COST-SHARE: The landowner will receive 75% of the actual cost or countywide average, the lesser of the two, for such components as tillage, chemical, seed, fertilizer, lime, and spreading. When you receive your list of cost-share components, the 75% figure you see is the most you can receive regardless of how much you spend. You can never receive more than 75% of your actual costs. Each component is treated separately. If you overspend in one area it cannot be made up by under spending in another. If you decide to no-till, the acreage reading on the no-till drill meter becomes your official cost-share acreage. [Example: Your application calls for 10 acres. You no-till 9 acres as shown on the no-till acre meter. Your fertilizer, lime, and seed will be reduced by one (1) acre (10%)].
MAINTENANCE LIFE: The landowner must maintain the practice for five (5) years. If the landowner loses the stand due his own fault or negligence, the landowner will have to reseed at his own expense or refund the District’s cost-share. If the seeding fails in the first year due to dry conditions the district will cost-share on reseeding and seedbed preparation.
